Sex Offender Registration in Utah

According to section §77-41-105, Utah law requires convicted sex and kidnapping offenders to register with the state’s sex offender registry and surrender their licenses, certificates, or identification cards. Offenders are required to register twice a year, both during the month of the offender’s birth and six months after their birth month. 

Registry requires an offender to provide all names and aliases, addresses, a physical description, vehicle identification number and a series of additional personal information including:

  • Social Security number
  • Current photograph
  • DNA specimen
  • Telephone numbers
  • Immigration documentation
  • Identification of employment
  • Internet identifiers and addresses
  • Name and address of all websites on which the offender is registered using an online identifier
  • Fingerprints
  • Copy of the passport
  • Professional license(s)
  • Identification of every school where the offender is either a student or employed;
  • Identification of any place where the offender does volunteer work; and 

Utah law also requires for the offender to notify the state or territorial agency if they plan to move across state lines. Registry is required for the duration of the sentence and ten years following.

Offenses Resulting in Registry

  • Forcible sodomy, sodomy of a child
  • Forcible sexual abuse, aggravated sexual abuse of a child

  • Sexual exploitation of a minor, child pornography, Internet chat room solicitation
  • Incest, polygamy
  • Sexual battery
  • Aggravated exploitation of prostitution

Lifetime Versus Temporary Sex Offender Registration

There are specific sex crimes that require the offender to register for 10 years while other offenses are for a lifetime. The following are convictions individuals must register as a sex offender for 10 years following their sentence termination: 

  • Sexual battery (four convictions for registration)
  • Lewdness (four convictions for registration)
  • Kidnapping
  • Voyeurism
  • Unlawful Sexual Activity with a Minor
  • Unlawful Sexual Conduct with a 16- or 17-Year-Old
  • Incest
  • Forcible Sex Abuse
  • Lewdness Involving a Child
  • Aggravated Human Trafficking
  • Custodial Sexual Relations (only if the victim is underaged)
  • Sexual Abuse of a Minor
  • Sexual Exploitation of a Vulnerable Adult
  • Soliciting, attempting, or conspiring to commit any felony offense listed above

Offenders will be required to register for life if they were convicted of:

  • Rape
  • Rape of a Child
  • Child Kidnapping
  • Sexual Exploitation of a Minor
  • Aggravated Kidnapping
  • Object Rape
  • Object Rape of a Child
  • Sexual Abuse of a Child or Aggravated Sexual Abuse of a Child
  • Enticing a Minor Over the Internet
  • Sodomy on a Child
  • Forcible Sodomy
  • Aggravated Exploitation of Prostitution
  • Aggravated Sexual Assault
